How do you lead a "learning organisation"?

The new leaders ...
The regular promotion of a competent and experienced teacher to a position of responsibility such as a Subject Coordinator/ Head of Department or Deputy Principal is a system to which we have become accustomed. As the plethora of changes in curriculum and teaching processes has the effect of maintaining inherent pressure on all staff, the ability of senior and middle managers to cope with the "people management" issues is very much dependent on the manager's personal and professional skill.
System administrators are realising more and more that there is a need to provide some opportunity for senior and middle managers to gain practical skills in the people management area, as this is where many managers find the greatest challenge. How can we prepare or assist our middle and senior managers acquire advanced skills in managing teams and interacting with differing groups within a "learning organisation"?
A Learning Organisation:
Set within the context, that a learning organisation is one which
- knows the needs of its members and
- has a plan to ensure these needs are met
All leaders in a learning organisation are competent to
- manage themselves
- lead and collaborate with colleagues
- continuously improve work systems
ensuring that needs of the school community are met.
